In several western countries, this kind of thing has become common. Thieves have no fear of the consequences, as the police and courts let them off the hook. Staff and other customers in stores are told they will get fired and/or prosecuted if they try to physically stop them. I just spoke to a guy recently. He works a fairly low wage job, yet is 'living his best life' (owns an expensive house in London, drives an expensive car, wears designer clothes, eats out at fancy restaurants all the time etc) But the most interesting part? He claims to have gotten a 'pass' from the TFL (Transport for London) 'authority', that allows him to violate all the driving and parking 'restrictions', inside the city and get away with it. He says he displays a badge on his windscreen, so that the camera operators will then identify the sticker and cancel any 'violation' he has committed. I asked him how he managed to get such a 'pass', and if I would be entitled to one myself, and his reply was that 'you have to know someone high up in TFL, and it is no simple matter to just approach them and ask them for one'. He then became evasive and changed the topic. For me this was him indirectly admitting that he is a freemason of a certain rank, and he was given that 'pass', because he had 'proved' his loyalty to them, by doing certain satanic rituals?
